It's water-resistant, not waterproof. The coated ballistic fabric handles light rain and wet benches.

Do I need paddle covers?
No. The sleeves are padded, so paddles go in bare.

How many paddles does it hold?
Two in the padded sleeves, and more fit in the main compartment.
